Even before level 59, the conversation is the same, but the quest is not activated.
When level 59 or higher is reached, the quest titled [Tuksu] Multi is activated as shown on the left of the screen above.
You must find one incubator nut, one incubator gear and one incubator coupling. Finding the material does not automatically tell you where it is, so you have to find it yourself.
